Evaluation of Resident Management in Public Housing

This report evaluates the potential of and obstacles to resident managementthrough the experience of 11 pioneering resident management corporations (RMCs). The study compares the management functions and programs undertaken by these organizations with those provided by the public housing agency (PHA) in which they are located, and by a site with comparable characteristics within that PHA. Overall, RMCS performed as well as or better than their PHAs and comparison sites at a significantly lower operating cost. Full-service RMCs, in particular, provided a broader range of services intended to enable residents to attain self-sufficiency and successfully improved resident's perceptions of their quality of life.
