This report describes the progress toward resident management achieved by 80resident management corporations (RMCs) that received Department of Housing and Urban Development (HUD) technical assistance grants and discusses the factors affecting that progress. The study suggests that RMCs need to develop their ability to effectively organize residents before technical assistance funds can aid their progress toward resident management. RMCs located in public housing authorities (PHAs) classified as troubled were much less likely to have attained an advanced stage of resident management activity during the study period. Conversely, groups that were located in large PHAs (over 1,250 units) more often achieved substantial progress. The study's findings reaffirm that most emerging resident management organizations will require several years of preparation and training before they assume management responsibility for their communities.
