Strategy to Develop Agriculture in Sub-Saharan Africa and a Focus for the World Bank

The agricultural strategy paper provides a vision for African governments, donor agencies and others working on African agriculture. A reassessment of government and donor agricultural strategies in Sub-Saharan Africa is required. The document provides that assessment, identifying government and donor policies and investments in agriculture which have worked, and those which have not worked. Five major areas of activity have been identified which can significantly expand agricultural growth, and address food security and natural resource management objectives. These include: (i) undertaking macro-economic and agricultural policy reform needed to make agriculture profitable, (ii) developing and disseminating improved agricultural technology, (iii) empowering farmers so that they can more widely participate in managing all aspects of agricultural development, (iv) developing physical and social infrastructure in rural areas, and (v) improving the management of natural resources.
