All-Payer Ratesetting Systems

The purpose of the report is to describe both domestic and international experience with all-payer ratesetting systems and to outline some of the issues associated with implementing such a system in the United States. The report summarizes the major studies of hospital ratesetting experiments in the United States and provides detailed descriptions of the health care systems of Germany, France, Canada and Japan. It also includes a discussion of implementation issues addressed in these systems.
