The report describes the function of a team formed in September 1988 to implementimprovements to incident management on the Pennsylvania Turnpike. The system's Communications Center handles approximately 400 calls and 1,400 radio transmissions per day. Incident detection mechanisms developed include call boxes, *11 free Cellular Telephone Service, and a CB radio based Pike Watch system. Contracted response services include emergency towing and road service, emergency medical and ambulance services, and oil and chemical spill response. Supporting police activities include aerial reconnaissance for traffic and speed enforcement, reducing road closure time after accidents, and removal of abandoned vehicles. Motorist information services also help highway users minimize the disruption to their travel.
