Guidance for Emission Reduction Credit Generation by Clean Fuel Fleets andVehicles

The document provides technical guidance to the states that are interested inallowing credits generated in their clean fuel vehicle fleet program or similar state-originated program to be used for emission credit trading. State-originated programs to grant these credits may be substantially different than the federal fleet program. EPA believes these trading programs should be designed not only to permit cross-source credit trading, but also to enhance an objective of the fleet program: encouraging the purchase of clean fuel vehicles that offer long-term environmental benefits.
