Utilities and Economic Development: Targeting Manufacturing Technology Modernization

The report details the implementation of a new approach to improve manufacturing competitiveness, conserve energy, and lower the generation of waste byproducts. It is intended to serve as a guide for the design of a statewide program, eligible for federal funding under section 132 of the National Energy Policy Act that established the Process-Oriented Industrial Energy-Efficiency Grant Program. It reflects the work of the grantee's staff in Iowa, Ohio, and Pennsylvania to bring utilities into the economic development process as active participants and supporters ofmanufacturing modernization.
