Green Guidance for Latin America and the Caribbean: Integrating Environmental Concerns in A.I.D. Programming

In the last few decades, degradation of the natural and human resource base has undermined the economic structure of the Latin America and the Caribbean region and threatened the health of its inhabitants. The report defines guiding principles and action areas for integrating environmental management and sustainable development. The report argues that environmental management must be integrated into a broad range of A.I.D., governmental, private enterprise, PVO, and civic activities, but also recognizes the conflicts that will accompany any environmentally sound economic growth initiative. It suggests that such conflicts can be resolved by developing technologies, policies, incentives, and institutions that support and promote linkage between economic and environmental aims.
