The document is the third volume in the series documenting The AutomatedProspectus System (TAPS) program. The information needed to operate and understand TAPS is contained in the TAPS User's Guide and TAPS Tutorial Guide. The TAPS Programmer's Manual provides the information to facilitate modification of the program code. Such modifications will be required from time to time as new capabilities and enhancements are incorporated into TAPS, as changes to the Internal Revenue Code occur through tax reform, as changes are made to OMB Circular No. A-94, and as changes are made in GSA's own internal standards and economic approach to real estate investment.
