Analysis of Integrated Air Traffic Management Environments: A Functionality-Driven Approach

A major problem of the present aviation community is the insufficient systemcapacity as compared with the traffic demands, resulting in ever larger traffic delays and a decrease in operating efficiency. Solutions are offered by the further application of automation tools and the integration of networking environments. These environments, supported by air/ground data link capability, provide an essential starting point for the introduction of Integrated Air Traffic Management (IATM) where both the aircraft and air traffic management are considered as elements of the very same air traffic system. In the next decade the human element will remain to play an essential role in these system concepts. The question now rises, how to analyze and design these complex systems where the human element like pilots and air traffic controllers can be explicitly considered, in a distributed network as part of one global system. In this paper, a possible solution is presented as an interpretation of the object oriented philosophy, denoted here as the functionality-driven approach.
