Land development regulations serve as essential public purpose by establishingminimum standards for health and safety, access, drainage, sanitation, environmental protection, and other matters of public concern. Over the years, however, local land development regulations often become encrusted with requirements that raise the cost of developing residential lots within local housing markets. The manual proposes minimum design standards that State and local governments can use for evaluating and revising their land development regulations, although jurisdictions may need to modify certain features to meet their needs.
