This technical memorandum reports on the following tasks performed as part of thework order: A review of the technical capabilities of cellular telephone networks, Interviews with currently participating Pennsylvania State Police personnel; Interviews with selected county 911 system operators in Pennsylvania; A survey of the current use of emergency cellular telephone systems outside Pennsylvania; A review of the legal and institutional aspects of emergency communications systems; A survey of cellular telephone service providers in Pennsylvania concerning their interest in and capabilities of participating in an emergency cellular telephone system.
