State-Initiated EBT Demonstrations: Their Design, Development and Implementation

The intent of the report is to provide an account of the process by which thesites implemented their EBT systems, and to present the estimated costs of system design, development, and implementation activities. Each demonstratin site encountered numerous difficulties, which delayed system implementation in two sites and actual let to cancellation of the other two EBT projects.
