This study was funded by the U.S. Trade and Development Agency on behalf of Venezuela's Ministry of Environment and Renewable Natural Resources. The main objective of the study is to analyze the alternatives and propose a plan for improving the hydrometeorological forecasting system in Venezuela. This is the first of four volumes and it includes the Concept of Operations (Task 1) and the Alternatives Analysis (Task 2).
