The paper discusses the first experience with the operationalization of theGovernance Approach to Civil Service Reform in the Gambia. It describes how to undertake the upstream diagnostic work required by the governance approach to civil service reform; how this work was done in the Gambia; and what process as well as substantive lessons were learned from the outcomes of this pilot effort.
