Remote sensor measurements agree well with data obained from passing researchvehicles instrumented for continuous on-board exhaust emissions measurement. However, there are questions regarding how well a one-half to one second measurement obtained by a remote sensor can represent average vehicle emissions. For I/M purposes, the concern is that a vehicle which has a high emission rate may be observed during the remote sensing measurement as a low emitter (error of omission) and that a low emission vehicle may be observed as having high emissions during the remote sensing measurement (error of commission). Errors of omissions and commission can be examined be analyzing the second-by-second emissions data collected during FTP emissions tests. In this study, the data from 73 properly functioning 1990 and 1991 model year General Motors light-duty cars and trucks were analyzed.
