Issues Involved in Developing a Standard Benefit Package. Final Report

摘要

The purpose of this report is to provide a comprehensive review and discussion ofthe issues involved in designing a standard benefit package for national health care reform. The investigators conducted a thorough review of the literature and conducted interviews with over two dozen individuals with expertise in the design of health insurance benefit packages. Their report covers the following major issue areas: comprehensiveness of package; process for determining covered services; process for modifying coverage; variation in benefit package offerings. The report includes recommendations for each of the four issue areas.
