Department of Defense EC/CALS Strategic Plan. Prerelease Review Draft, 8 August 1994

The Department of Defense will use a strategy it shares with industry entitled, Electronic Commerce/Continuous Acquisition and Life-cycle Support (EC/CALS), as one way to decrease weapon system life-cycle costs, ensure the readiness of its forces, and increase cooperation with industry and the international community. EC/CALS provides these benefits by quickening the pace at which high-quality information flows within DOD and between DOD and its business partners and at the same time providing an opportunity to reduce information management overhead costs. This strategic plan describes the appropriate objectives that must be attained if DOD is to achieve its EC/CALS goals. It also establishes a schedule and a set of critical success factors to measure progress toward meeting those goals.
