Reformulated Gasoline Study. Executive Summary

Section 39 of the New York State Clean Air Compliance Act of 1993 directed theEnergy Authority to perform a study of reformulated gasoline (RFG). The need for this study is linked to New York State's adoption of the California Low Emission Vehicle (LEV) program and the subsequent debate about the type of gasoline to be used in LEVs and other vehicles. While some parties believe New York State must adopt California's specifications for RFG to achieve sufficient improvements in air quality and to avoid requiring unique vehicles for the New York market, others feel that using RFG that meets less stringent specifications (e.g., Federal standards) is sufficient to achieve air quality objectives and, moreover, is the only feasible, cost-effective approach. The study provides information to assist policy makers to resolve RFG specifications issues. This is the executive summary.
