Ukraine: The Agriculture Sector in Transition

With the dissolution of the Soviet Union and the breakdown of all previouslyestablished production and trading practices, Ukraine has been forced to confront the demands of transformation to a market-based economy. In the food and agriculture sector, this redirection of production facilities towards private ownership and market-based decision making is still at an early stage. The adjustment needed is considerable due to the legacy of distorted prices, government intervention in the production system, monopolistic input and output marketing, and the built-in inefficiencies of the collective and state farm system. This report describes the current status of the food and agriculture system and the ongoing process of transformation.
