This project reviews and analyzes the results of peer and pilot testing for sixAgency for Health Care Policy and Research (AHCPR)-sponsored clinical practice guidelines, and develops recommendations for future peer review and pilot testing methodologies. The report offers several recommendations for the improvement of peer and pilot review procedures, including (1) limiting the number of reviewers to 50; (2) increasing the numbers of primary care, consumer advocate, and non-physician reviewers; (3) improving the yield of returned reviews by contacting potential reviewers in person; (4) providing improved instructions to reviewers; (5) using longer time frames for organizational reviews; and (6) drafting a rationale for changes recommended when review comments are evaluated and keeping this documentation of the panel's deliberations.
