HALLEX is the operating manual of the Office of Hearings and Appeals (OHA) of the Social Security Administration. HALLEX provides instructions for administering the hearings and appeals process. Specifically, HALLEX communicates OHA's guiding principles and procedures to Administrative Law Judges and the Appeals Council. HALLEX Volume I is divided into five divisions. Division 1 introduces HALLEX and its organization and details considerations having to do with claimant representation and information disclosure in the following chapters: Introduction to HALLEX; Representation of Claimants; Representative Fees; Fraud and Criminal Violations; Information Disclosure; Litigation-related Inquiries; Congressional Inquiries; Class Action Implementation.
