In response to the Clean Air Act mandate, a two-phase program is being conductedto evaluate the performance of emission factors and dispersion models applicable to surface coal mining operations. In Phase I, a two-part field study was performed to compile a comprehensive data base that could be used as a base for the performance evaluation (Phase II). The study site was the Cordero mine within Wyoming's Powder River Basin. This protocol has been prepared to define the procedure that will be used (a) to identify the best-performing model(s) for predicting the impacts of particulate emissions from surface coal mines and (b) to identify 'significant' overprediction, if it occurs. A 'model' refers to the combination of an atmospheric dispersion model and the required input data on source emissions and meteorology.
