This background information document (BID) provides summaries and responses forpublic comments received regarding the Hazardous Organic National Emission Standard for Hazardous Air Pollutants (NESHAP), commonly referred to as the HON. The HON will primarily affect the Synthetic Organic Chemical Manufacturing Industry (SOCMI). Volume 2C contains the EPA's decisions regarding emissions averaging. Specific issues include the scope of emissions averaging in the HON, specific provisions related to credits and banking, and enforcement of an emissions averaging system for the HON.
