This background information document (BID) provides summaries and responses forpublic comments received regarding the Hazardous Organic National Emission Standard for Hazardous Air Pollutants (NESHAP), commonly referred to as the HON. The HON will primarily affect the Synthetic Organic Chemical Manufacturing Industry (SOCMI). Volume 2B addresses issues related to controlling emissions from wastewater. Specific technical issues include control technology, cost analysis, emission estimates, Group 1/Group 2 determination, compliance options and demonstrations, and monitoring.
