GSA real estate professionals were asked to design a methodology which wouldpermit an in-depth review of major projects while avoiding adverse impact on schedule. The effort was projected to take a maximum of six months. Five and one-half months after commencement, recommendations for nearly 200 projects were completed and more than $1.2 billion of savings specifically identified. Highlights of these savings included $227 million from the courthouse construction program. Of special importance is the recommendation that the possibility of Government ownership be explored for 19 major requirements currently in leased space. Converting to Government ownership would save hundreds of millions of dollars, but because specific savings can only be estimated, none are identified in the report. It should also be noted that there are several projects, recommended to proceed, where the scope must be reevaluated. No savings are shown at this time; as final project scope is determined, additional savings will be reported.
