The purpose of SPEARS is to enhance selection, initial training, recurrent training, and performance monitoring. Functional requirements specify the operating characteristics of this system. A function flow analysis of the checkpoint screening process was conducted. This analysis provided a framework for determining the x-ray screening task inputs and outputs from a systems analytic perspective. A task analysis of the x-ray screening process was conducted. This systems analytic procedure ensures a through analysis of all steps in the screening process. Futhermore, it can be used to determine workload choke points, training needs, and personnel requirements. A through literature review of aviation security screening was conducted. Sources reviewed include (1) internal FAA documents, training materials, and operational test data; (2) academic references; (3) newspaper and magazine articles; and (4) Congressional hearings. Information in these sources was incorportated into a specification of high-level functional requirements. A series of structured interviews were conducted with over 40 aviation security personnel from the FAA, air carriers, and vendors. They are presented in the appendices of this document. Information from these interviews was incorporated into the functional requirements. The last section of this document presents the functional requirements for SPEARS.
