Implementation of the World Bank's First Structural Adjustment Loan in Cameroon:A Case Study of Public Enterprise Reforms and Industrial and Commercial Reforms

The paper examines how the World Bank sought to redirect Cameroon's economicpolicy through specific components of the first Structural Adjustment Loan to Cameroon (SAL-I). The analysis focuses on two of the components of the broad multi-sector reform agenda incorporated in the SAL: public interprise reform and industrial and commercial reform. Industrial and commercial conditions examined in the paper of the SAL fell into three main categories: (1) import liberalization, (2) liberalization of domestic trade, and (3) broad-based legal and regulatory reforms.
