The U.S. Nuclear Regulatory Commission (NRC) regulates nuclear power plants andcertain other civilian nuclear facilities and materials to protect the public health and safety and to preserve environmental quality. While the foremost objective of regulation is to prevent accidents, the NRC is also prepared to help its licensees and State and local governments mitigate the consequences of any that might occur. This document describes the NRC concept, purposes, and organization for performing essential functions during a Federal response to a severe reactor accident, with an emphasis on State and Federal coordination.
