Uruguay Round of Multilateral Trade Negotiations: Report of the Services PolicyAdvisory Committee (SPAC) on the Results of the GATT Uruguay Round Negotiation

The Services Policy Advisory Committee ('SPAC') is charged with theresponsibility of advising the Executive Branch and the Congress as to its views of whether and to what extent trade agreements promote the economic interests of the United States and achieve the applicable statutory negotiating objectives. The principal trade negotiating objectives of the United States regarding trade in services were: to reduce or to eliminate barriers to, or other distortions of, international trade in services, including barriers that deny national treatment and restrictions on establishment and operation in such markets; to develop internationally agreed rules, including dispute settlement procedures, which will reduce or eliminate such barriers or distortions, and help ensure fair, equitable opportunities for foreign markets; and to pursue these objectives while taking into account legitimate U.S. domestic objectives.
