This volume is the methodological appendix for a report that evaluates theperformance of the Community Development Block Grant (CDBG) Program. The report is the first comprehensive evaluation of the housing and community development funding source in ten years. The appendix documents the nature and performance of the many data collection instruments, samples, and techniques used in the CDBG evaluation. Ten tables and 14 appendices are included.
