Institutional Conflicts Over the Management of Communal Resources in Zimbabwe

Concern over the role of institutions in sustainable resource management isfocused on identifying one perfect institution, yet it is improbable that at any point in time there will only be one institution involved in the control and management of resources in communal areas in Zimbabwe. There are numerous institutions involved in resource management. These include state, indigenous, NGOs and project-based institutions. The authority over resources is constantly shifting among institutions. Inevitably, because these institutions are involved in managing the same resources there is confusion over responsibilities, resulting in a number of conflicts. Conflicts among institutions over the management and control of communal resources have been a persistent theme in much of the communal lands literature and policy reviews conducted over the last ten years. Based on this literature some of these conflicts are elaborated and discussed. In addition prospects for resolving these conflicts are assessed in the light of current changes in ideological thinking, policy reforms and resource management approaches.
