The following NEPA process comment and correspondence has been received in the course of the Master Plan project development. Volume 2 is divided into three sections. The first section consists of early review agency coordination documents and correspondence. The second section contains testimony and review correspondence related to the 1993 Draft Master Plan Environmental Impact Statement (EIS) and 1993 Draft Master Plan. Verbal testimony that raised issues not covered in the review comments given at the 1993 Draft Master Plan public hearing December 16, 1993 is summarized in Section 6.3. Responses to review comments are given. Review comments in the second section refer to the 1993 Draft Master Plan and the 1993 Draft EIS. See Section 4.3 for a summary of the 1993 Draft Master Plan. The 1993 Draft Master Plan is no longer under consideration by NIH as an Alternative. The third section contains review correspondence and testimony related to the 1995 Draft Master Plan and 1995 Draft Master Plan Environmental Impact Statement Supplement (DEISS). The 1995 Master Plan reduced the projected long term campus employee population from 23,000 to 18,000, and space requirements from 11.2 to 10.0 million square feet.
