Respecting Individual Autonomy in Managed Community Long-Term Care

This paper develops a framework for identifying the community long-term careprogram and policy features that support or hinder consumer autonomy. To examine this complex issue, this paper is divided into four sections. After introducing the topic in the first section, section two develops a new conceptual model for understanding individual autonomy and discusses its relevance for community long-term care programs. The third section this paper considers how the current financing, organization, delivery and regulation of community long-term care provide opportunities for meaningful choice by community long-term care users as they move through the delivery system and as they participate in care settings. The final section, summarizes the implications that an emphasis of respecting individual autonomy has for both CLTC policy and program features and makes specific policy recommendations.
