Effectiveness of Motor Carrier Enforcement on the Mexican Border

Mexican trucking operations are currently legal in the four southwestern borderstates. These operations are confined to the commercial zones contiguous to the border. There are 42 entry points along the 2,000 mile border staffed by officials from a variety of federal agencies. However, none of these officials are engaged in vehicle safety or weight inspections. State efforts consist of periodic or roving commercial motor vehicle (CMV) and driver inspections, and size and weight enforcement. Our review and comparison of data between the southwest border states and the nation regarding fatal and injury accidents, CMV and driver inspection results, hazardous materials inspection results, traffic citations and weight enforcement did not identify any significant safety problems. The analyses were not able to segregate Mexican from U.S. CMVs, but no discernable problems for the state CMV enforcement agencies were identified.
