Cost-Effectiveness Analysis for Proposed Effluent Limitations Guidelines andStandards for the Coastal Subcategory of the Oil and Gas Extraction Point Source Category

The analysis is submitted in support of the effluent limitations guidelines andstandards for the Coastal Oil and Gas Industry. The report analyzes the cost-effectiveness of 10 regulatory options organized by three wastestreams. The document compares the total annualized cost incurred for each of the regulatory options within each wastestream to the corresponding effectiveness of that option in reducing the discharge of pollutants. Section Two discusses the cost-effectiveness methodology used and identifies the pollutants included in the analysis, presenting their toxic weighting factors and removal efficiencies. Section Three presents the results of the analysis. In Section Four, the cost-effectiveness values are compared to cost-effectiveness values for other promulgated rules. Appendix A presents data on pollutants, pollutant removals, annualized costs, and other, more detailed information.
