In March 1995 the U.S. Office of Personnel Management (OPM) conducted an organizational assessment survey to provide accurate information on the agency's organizational climate. Over 65 percent of eligible employees responded to the survey. This group corresponded very closely to the overall OPM population at the time of the survey. On balance, the results show that employees were more positive about the work they do, and were less positive about organizational factors that limit their ability to do a good job or to advance in their careers. However, there were some variations among subgroups of employees. Overall, the results are encouraging. While there are clearly important areas of employee concern, there is also a firm foundation upon which to build.
