The circular provides guidance to Coast Guard Marine Safety field unitsconcerning the inspection of shipboard and shoreside cargo gear prior to its use in explosives handling operations. Safe and adequate cargo handling gear is required for any operation involving explosives. Therefore, it is important that the procedures set forth in this circular take place prior to issuance, and as a condition, of the required permits for handling explosives.
