The authors evaluate (1) the progress of the United States and other Annex Icountries toward meeting the goal of reducing greenhouse gas emissions to 1990 levels by 2000 and (2) the major factors that affect the countries' ability to reach that goal. As agreed with your office, in addition to the United States, the authors included in their review Canada, Germany, Italy, Japan, and the United Kingdom--the six developed countries that are the largest emitters of carbon dioxide, the greenhouse gas considered to be the largest single contributor to human-induced climate change.
