Development of a Method for Quantifying Benefits of Projects AddressingEnvironmental Issues. Final Report

Gas Research Institute (GRI) ranks proposed and ongoing research, deployment, anddeployment projects using the Project Appraisal Methodology (PAM) which considers three quantitative criteria: consumer and gas industry cost savings, enhanced consumer options (new gas load), and saved energy. Several qualitative criteria are also considered, including reliability and maintainability, and environment and safety. The PAM Environmental Benefits (PAM-EB) methodology reflects GRI'S desire to define environmental benefits as quantifiable economic benefits accuring to users of the technology. They are: Compliance Cost Savings from Limit-Regulated Effects; Environmental Regulatory Expense Savings (ERES) from Incrementally Regulated Effects (IRES); Future Environmental Regulatory Expense Savings (FERES); and Enhanced Product Value. The report discusses the issues concerning the quantification of environmental benefits, outlines the implementation of PAM-EB procedures in the PAM software, and Illustrates the application of the methodology to 20 GRI projects.
