Scanning and OCR Technologies among the CENDI Agencies

At the request of CENDI Principles, the Information Exchange Working Grouporganized a Technology Focus Group on optical scanning and optical character recognition (OCR). A meeting was held on May 14, 1996 at the Department of Energy moderated by Barbara Bauldock, Information Exchange Working Group Chair. Representatives from NASA, DTIC, DOE and NLM were present. The DOE OSTI staff based in Oak Ridge, TN participated by videoteleconference. Ms. Bauldock also provided information from Los Alamos National Laboratory based on an interview conducted on May 17, 1996. A follow-up meeting was held with NTIS staff. The participants and their respective agencies are listed as front mater. The discussion questions (Appendix I) were developed to promote information exchange on the implementations of these technologies at the CENDI agencies, identify problems, and recommend areas of cooperation. The same agenda was used for each of the meetings. A data collection form was developed and distributed to each agency (Appendix II). Three separate matrices on paper scanning and OCR software are provided as Appendix III. This report provides details about the implementation OCR and scanning technologies as presented by the agency representatives. It analyzes the presentations for general problems and common areas of concern and interest and elaborates on the recommendations developed by the participants. General observations also are drawn.
