This report describes Maryland's experience in performing an ITStelecommunications analysis including: the reasons for performing the analysis, the approach used, the findings of the analysis, lessons learned, the merits and drawbacks of performing such an analysis and some considerations other DOTs may want to use in making a similar decision.
