National Defense Stockpile: Disposal of Excess Zinc

This report responds to your request that we review issues surrounding a disputebetween the American Zinc Association (AZA) and the federal government about the Department of Defense's (DOD) sale of excess zinc from the National Defense Stockpile, AZA believes that the amount of zinc DOD plans to sell annually is too high and will cause undue disruption of the usual markets for zinc. This report assesses (1) the government's basis for its interpretation of the statutory phrase 'usual markets' as applied to the zinc sales program and (2) DOD's efforts to not unduly disrupt the zinc market.
