摘要

Heroin use continues to pose a serious and growing threat to the people of theUnited States. The Department of State reported in March 1996 that, in recent years, worldwide heroin production has risen, the number of heroin users in the United States has increased, the average purity level of heroin on the street is significantly higher, and the number of heroin-related hospital emergency room episodes has climbed. The majority of the heroin consumed in the United States originated in Southeast Asia, most of which is produced in Berma.
