Testimony today will discuss the need for change at DOE and the efforts it hasunder way, a framework for reevaluating the Department, the desirability of a governmentwide approach to restructuring, and the need to address policy and management issues that will persist irrespective of the future of the Department. The information included in this testimony is drawn from our management reviews of DOE and our past and ongoing work on a wide variety of DOE's programs and activities.
