This decision document presents a determination that no further action isnecessary to protect human health and the environment for Operable Unit No. 2 (OU2), the former polychlorinated biphenyl (PCB) transformer substation site at the Tobyhanna Army Depot, Tobyhanna, Monroe County, Pennsylvania (TYAD). Additional sampling or monitoring will not be necessary because any potential unacceptable risks to human health or the environment have been addressed as part of the 1994 removal action.
