In 1994, GAO reported that the child support enforcement program lacked essential management tools to improve its responsiveness to the child support needs of children and families. As a result, GAO recommended that OCSE focus its program management on long-term outcomes by (1) strengthening its partnership with state and local child support enforcement programs to improve operations, (2) developing its own management strategies for helping to achieve national program goals, (3) reorienting its audit function to assess state program results, and (4) redesigning the federal incentive funding structure to provide greater impetus for improved state performance. OCSE agreed to address GAOs recommendations through implementation of the Government Performance and Results Act (GPRA) of 1993, legislation to promote efficiency and effectiveness of federal programs and establish a system to set goals for program performance and measure results.2 At the request of the Chairman, Senate Committee on Finance, this report assesses OCSEs progress in addressing GAOs recommendations.
