The first part of the study, Sections II through IV tell the story of how theColumbia Basin's rivers and salmon reached their current condition. It describes the development of the rivers, the laws and institutions that accompanied water development, the effect on salmon, and efforts to remedy salmon declines. The second part of the study, Section V, explores the implications of these observations focusing on: how to balance changes in hydropower operations for ecological purposes without stalling the system's financial engine, how to connect changes in the mainstem of the river with changes in tributary streams, how to write policy to reflect evolving science, and how to build governmental structures to support these changes.
