The report describes the amendment to the definition of solid waste excludingscrap metal and containerized shredded circuit boards that are being recycled from regulation under RCRA. It defines processed scrap metal, and addresses comments received on the proposed Land Disposal Restrictions Phase IV supplemental rulemaking.
