Cost-Effectiveness Analysis for Proposed Pretreatment Standards for Existing andNew Sources for the Industrial Laundries Point Source Category

The report supports the proposed Pretreatment Standards for the IndustrialLaundries Point Source Category (IL Standards). In the document EPA compares the total annualized cost of each of four regulatory options to the corresponding effectiveness of that option in reducing the discharge of pollutants. Section Two discusses EPA's cost-effectiveness methodology and identifies the pollutants included in the analysis. This section also presented EPA's toxic weighting factors for each pollutant and considers the removal efficiency of each option. Section Three presents the results of the cost-effectiveness analysis. In Section Four, the cost-effectiveness value for the proposed regulatory option is compared to cost-effectiveness values for other proposed and promulgated rules. Appendix A presents data on pollutants and pollutant removals, and Appendix B presents data on annualized costs for each of the regulatory options.
